From guidelines to action: communications toolkit

Introduction

On 14 June 2022, the Heart Failure Policy Network (HFPN) launched From guidelines to action: opportunities for change following the 2021 ESC guidelines, a report examining the implications of the new European Society of Cardiology guidelines and suggesting ways for the heart failure community to use the guidelines to advocate for improved heart failure care.

The report provides an overview of the main changes in the latest guidelines and showcases how their implementation could improve the lives of people with heart failure and society as a whole. It highlights possible barriers to implementation and offers ‘policy hooks’ for advocates to encourage policymakers to commit to translating the guidelines into action at national level. The report was developed with the guidance of experts, including cardiologists, specialist nurses and a patient advocate.

Over 10 million people in Europe are living with heart failure, but almost 30% of them do not receive the best-practice care recommended by clinical guidelines.

This is an unacceptable gap between the vision of heart failure care presented in clinical guidelines and the care that many people actually receive. The release of the updated European Society of Cardiology heart failure guidelines in 2021 offers an opportunity to address this gap.

The new Heart Failure Policy Network report From guidelines to action: opportunities for change following the 2021 ESC guidelines provides the heart failure community with an overview of the changes to the guidelines and what they might mean for people living with the condition, as well as for wider society.

The report considers potential barriers to implementation of the guidelines across Europe, and suggests ways in which they might be overcome. It presents four ‘policy hooks’, which can be used to engage policymakers and decision-makers and alert them to the importance of translating the guidelines into action:

  1. Focus on preventing hospitalisations
  2. Highlight how heart failure relates to other conditions
  3. Encourage monitoring of quality indicators
  4. Put quality of life at the heart of the discussion.

The Heart Failure Policy Network explores the implications of updated heart failure guidelines in a new report

Over 10 million people in Europe are living with heart failure, but almost 30% of them do not receive the best-practice care recommended by clinical guidelines.

A new report developed by the Heart Failure Policy Network (HFPN), From guidelines to action: opportunities for change following the 2021 ESC guidelines, assesses how the updated 2021 European Society of Cardiology heart failure guidelines present an opportunity to close the significant gap in care for people with heart failure.

The report argues that key updates to the guidelines present an exciting opportunity to advance the implementation of person-centred care and self-management across Europe. This is supported by new recommendations in the guidelines regarding the use of telemonitoring and the management of heart failure alongside other commonly occurring conditions.

The report also describes potential barriers that prevent the guidelines from being translated into concrete action at national and local levels, and suggests ways in which these barriers might be overcome. It provides ‘policy hooks’ that can be used to engage policymakers and decision-makers, and alert them to the importance of enacting these guidelines across Europe to create a better world for people with heart failure:

  1. Focus on preventing hospitalisations
  2. Highlight how heart failure relates to other conditions
  3. Encourage monitoring of quality indicators
  4. Put quality of life at the heart of the discussion.
